Montclaur, New Jersey (BDP-Presse, 3 août 2004) – Le BDP-Gabon Nouveau, par la voix de son Coordonnateur et Premier ministre du gouvernement gabonais de salut national en exil, le Dr. Daniel Mengara, a aujourd’hui déposé auprès d’Amnesty International une plainte formelle demandant l’intervention directe de l’organisation internationale pour la libération immédiate des syndicalistes étudiants de FORCE (Fraction organisée pour la restauration de la conscience étudiante)–Raoul Ovono Abessolo, Roland Mbadinga Koumba, et Guy-Roger Ngogho-Ngogho–arrêtés par le régime Bongo en mai dernier.

Raoul Ovono Abessolo, Roland Mbadinga Koumba, et Guy-Roger Ngogho-Ngogho, leaders du syndicat FORCE, avaient été écroués en mai dernier dans des conditions et sur la base d’accusations douteuses.

Le BDP-Gabon Nouveau, dans un article publié le 11 mai dernier (https://www.bdpgabon.org/articles/categories/presse/EpluklZuVVeFdurMyX.shtml) estimait en effet que messieurs Raoul Ovono Abessolo, Roland Mbadinga Koumba, et Guy-Roger Ngogho-Ngogho avaient été arrêtés sur la base d’accusations fantaisistes et sans fondement. Les chefs d’accusation retenus contre eux par le procureur de la République, notamment ceux relatifs aux menaces contre le recteur et à l’abus de confiance, étaient de nature fallacieuse et traduisaient plutôt de sombres règlements de compte politiques à l’encontre d’étudiants jugés trop dangereux pour la stabilité du régime en place.

Constatant donc la nature fallacieuse, tendancieuse, arbitraire et abusive de ces arrestations arbitraires, le BDP-Gabon Nouveau somme Omar Bongo :

1) de libérer immédiatement les étudiants incarcérés arbitrairement sur ses ordres directs

2) de restituer immédiatement à l’état gabonais les 100 millions de Francs CFA sortis illégalement du trésor public pour corrompre les étudiants et les obliger au silence.

3) de se mettre immédiatement à la disposition de la justice gabonaise pour répondre des chefs d’accusation suivants : exclusion et arrestation arbitraire d’étudiants à des fins politiques, fabrication de preuves, usage de faux, tentative de corruption, détournement de fonds publics à des fins corruptives, atteinte aux droits constitutionnels de citoyens gabonais et utilisation coercitive des pouvoirs de l’état à des fins politiques personnelles.

Le BDP-Gabon Nouveau, devant l’atteinte grave aux droits constitutionnels de Messieurs Raoul Ovono Abessolo, Roland Mbadinga Koumba, et Guy-Roger Ngogho-Ngogho, attire l’attention du monde sur la recrudescence inacceptable de la dictature bongoïste au Gabon, dictature qui n’hésite plus devant rien pour se livrer à des exactions criminelles à l’encontre du peuple gabonais.

Le BDP-Gabon Nouveau, encore une fois, condamne ces arrestations à caractère politique, ordonne au régime Bongo de libérer les étudiants incarcérés et invite le peuple gabonais à prendre le courage qu’il faut pour, dès maintenant, se préparer aux gros soulèvements qui ne manqueront pas de s’exprimer bientôt au Gabon pour chasser du pouvoir Omar Bongo et ceux qui, avec lui, se font les complices des viols, vols et brimades auxquelles le peuple gabonais est soumis depuis 38 ans.

RE: Requesting Amnesty intervention in student arrests in Gabon
Dear Stephanie,

We are hereby formally entering both a protest and a complaint on what we see as the illegal political arrest of three students by the Omar Bongo regime.

As you may have heard, three student leaders of the student trade union FORCE (Fraction organisée pour la restauration de la conscience étudiante)–Raoul Ovono Abessolo, Roland Mbadinga Koumba, et Guy-Roger Ngogho-Ngogho– were arrested in Gabon in May 2004, in what seems to be more than a simple law enforcement measure. They were accused of threatening terrorist actions against the University and misusing funds given to them by President Omar Bongo. As of today, they are still in prison.

We believe these arrests to be without merit. In fact, they seem to be more politically motivated than anything else. We also believe these arrests to be illegal as they directly infringe upon these students’ right to freely express the ideas and rights of their student union, a right guaranteed by both the University’s by-laws and the Gabonese constitution.

We are really concerned about their situation, as there has not been any sort of legal clarity as to their legal right to a fair trial. Everything concerning their case seems to have been expedited, surrounded with secrecy, and their arrest and arraignment arbitrarily conducted.

As a consequence, our belief is that these students’ arrests seem to have been more of a retaliatory measure with political underpinnings than a real legal procedure. We suspect President Bongo directly ordered their arrest to punish them for not having abided by a secret agreement he had with them and during which he tried to buy them off into silence by giving them 100 million CFA Francs. Because the students did not stop their protest as agreed, Mr. Bongo basically ordered the courts to send them to jail. This is inferred from the fact that the students were accused by Bongo himself of misappropriating the funds he gave them (thus abusing his confidence), funds that were supposed to be used to repair campus buildings and buy educational equipments. Our argument is that this accusation does not stand to scrutiny: it is the government’s job, not the students’, to take care of fixing buildings on campus and buying equipment needed by the University. The University has an administration that can easily take care of this.

Additionally, the very fact that both accusations–terrorist threats to the University’s administration and misappropriation of funds-were amalgamated into one case to justify the arrest of these union leaders appears to us as a very bogus, if not awkward, way of trying to simply put away a group of students who were seen by the Bongo regime as a threat to its stability. As a matter of fact, the student strike called for by FORCE was threatening to take unwanted proportions which could have easily pilled over to the political arena and threatened the Bongo regime directly. And all previous cabinet meetings prior to the arrest of these students were filled with threats by the government against so-called political parties who were supposedly manipulating students on campus (see press articles below). It was only a matter of time until the government took upon itself to incarcerate some scapegoat students. Hence these arrests in which motives seem to have been fabricated by the government and awkwardly lumped together.

We would like you to see to it that these students’ situation is clarified and their liberation obtained as soon as possible.
